I just got off the phone with Pepco customer service.  They told me they don't guarantee they'll actually arrive in the four hour window.  They have lots of meters to read, and sometimes they don't arrive on time.  I finally hung up on the CSR I was talking to because I was so furious.  I have no idea what I can do.  I can't take my business elsewhere.

Anyone have any suggestions?

Seriously tho...how is this different from any other utility company that says they'll be at your house between 8-12 and then shows up at 3? Comcast, Adelphia, DirecTV...they all do the exact same thing.

True, but at least with T.V. you do have a choice. If your with Comcast, you can cancel and go with RCN, or with Satellite, or if your with RCN, the reverse...

With PEPCO, it's them and them only, so there really is no incentive to have great customer service. Where else ya gonna go?
